تأتي هذه الدراسة في سياق وطني يتميز بالدينامية السياسية والتحول المؤسساتي بالمغرب، حيث انخرط المغرب في مسلسل مترابط من الإصلاحات السياسية والحقوقية والدستورية. وعلى خلاف حيث أن التغییر الذي شهده المغرب خلال سنة 2011 تحقق في إطار الاستمرارية، و هو نمط في التغییر يراهن على تحقيق إصلاحات سیاسیة و دستوریة ضمن ثوابت النظام القائم ودون أي تغییر في وظیفته. تمخض عن ذلك صدور دستور جديد في نفس العام ، ليرسم ملامح مشهد اتصالي أكثر انسجاماً مع المعايير الدولية على الٌأقل من حيث الشكل ، وإن لم يلب طموحات بعض النقاد والناشطين في المجال الإعلامي

This study comes in a national context characterized by political dynamism and institutional transformation in Morocco, where Morocco has engaged in an interconnected series of political, legal and constitutional reforms.
