رهانات الإصلاح الجبائي بمغرب ما قبل الحماية: ضريبة الترتيب أو التجربة المجهضة

تسلط أطروحة الطيب بياض الضوء على الملابسات التي أحاطت بتاريخ النظام الجبائي بالمغرب قبل البنيات الحديثة، وتكشف عن دور البنيات الداخلية المتحجرة حينما التقت بمناورات القوى الإمبريالية، في تفسير الوضع الصعب الذي عاشه المغرب خلال مرحلة مفصلية من تاريخه المعاصر، وتشكل هذه الأطروحة إضافة إلى كونها لبنة أساسية ضمن جهود كتابة التاريخ الاقتصادي للمغرب المعاصر، مساهمة جادة في تجديد المعرفة التاريخية من خلال الدخول في حوار مع إنتاجات العلوم الاجتماعية والانفتاح المثمر عليها وكتابة التاريخ بنفس إشكالي يتجاوز المقاربة السردية ويعيد الاعتبار لسؤال البنيات. من هذا المنطلق تسعى هذه المقالة إلى التفاعل مع أطروحة المؤلف من زاوية إشكالية الإصلاح الجبائي الذي تجسد في ضريبة الترتيب وتتساءل عن رهانات هذا الإصلاح وكيف جرى إجهاضه نتيجة عوامل معقدة يتداخل فيها دور البنيات الداخلية بمناورات القوى الاستعماري.

The thesis of Taieb Biad sheds light on the circumstances surrounding Morocco's fiscal system before the advent of modern structures. It reveals the role of stagnant internal structures, when intersecting with the maneuvers of imperialist powers, in explaining the difficult situation Morocco faced during a critical juncture in its contemporary history. This thesis, in addition to being a foundational contribution to the efforts of writing the economic history of contemporary Morocco, constitutes a serious effort to renew historical knowledge. It achieves this by engaging in dialogue with the productions of social sciences, adopting a fruitful openness to them, and writing history with a problematic approach that transcends the traditional narrative perspective, giving greater significance to structural questions. From this standpoint, this article seeks to engage with the author's thesis from the perspective of the fiscal reform embodied in the Taxe « tertib ». It questions the stakes of this reform and how it was thwarted due to complex factors where the role of internal structures intertwined with the maneuvers of colonial powers.
