نشأ العمل الاجتماعي استجابة مباشرة للتغيرات الاجتماعية والاقتصادية الهائلة التي شهدتها المجتمعات الغربية في أعقاب الثورة الصناعية والنهضة الأوروبية. هذه التغيرات، كالتوسع العمراني، والتحولات في بنية الأسرة، والزيادة في معدلات الفقر، خلقت تحديات اجتماعية جديدة استدعت ظهور مهنة العمل الاجتماعي كمحاولة لمعالجتها وتخفيف آثارها. وبالتالي، فإن مصطلح "اجتماعي" هنا يشير إلى التفاعل المستمر بين الممارس الاجتماعي والظروف الاجتماعية المتغيرة، حيث يسعى الأول إلى فهم وتلبية احتياجات الفئات الضعيفة والمهمشة في المجتمع.
