الإطار المفاهيمي لمصطلح “التحوُّل الرقمي”

أضحت التغيرات الجوهرية في مجال تكنولوجيا المعلومات أمر في غاية الأهمية في الآونة الأخيرة خاصة بظهور التحوُّل الرقمي الذي أصبح من بين أهم الاستراتيجيات والأهداف الواجب تحقيقها في كل مؤسسات الدولة العامة والخاصة، والذي ظهرت إلى جانبه عدد من المفاهيم المشابهة كالذكاء الاصطناعي والرقمنة إلا أنها لا تحمل ذات المعنى بالتحديد، وتزامناً مع ذلك كانت هناك محاولات لإيجاد تعريف محدد له. فالتحوُّل الرقمي له أهمية كبيرة كونه يساهم في تطوير خدمات المؤسسات والهيئات العامة والخاصة بطريقة سهلة وسلسة توفر الوقت والجهد والتكاليف، وتحويل العمليات التقليدية إلى عمليات أكثر تكنولوجيا وتأتي بتحسينات جوهرية في الكفاءة والجودة، وهذه المزايا يقابلها مخاطر تتلازم مع هذا التحوُّل إلا أن الأهم هو تمكين دول العالم النامي من فوائد التحوُّل الرقمي، وألا تبقى حكراً على الدول المتقدمة لأن ذلك يزيد ويُعمّق من حجم الهوة بين الشمال والجنوب، وفي حال إيجاد التعاون الرقمي بين الدول فإنه يعكس المعايير العالمية للسلام والأمن وحقوق الإنسان والتنمية المستدامة.

Fundamental changes in the field of information technology have become extremely important recently, especially with the emergence of digital transformation, which has become among the most important strategies and goals to be achieved in all public and private state institutions. Along with it, a number of similar concepts have emerged, such as artificial intelligence and digitization, but they do not have the same meaning. Specifically the meaning, and at the same time there were attempts to find a specific definition for it. Digital transformation is of great importance because it contributes to developing the services of public and private institutions and bodies in an easy and smooth way that saves time, effort and costs, and transforming traditional processes into more technological processes that bring fundamental improvements in efficiency and quality. These advantages are offset by risks associated with this transformation, but the most important thing is to empower countries. The developing world is one of the benefits of digital transformation, and that it should not remain limited to developed countries because this increases and deepens the size of the gap between the North and the South. If digital cooperation is established between countries, it reflects global standards for peace, security, human rights, and sustainable development.
